Priority Order of Small Business Contracting

  • The federal government applies a clear priority order when awarding contracts to small businesses. At the top are service-disabled veteran-owned small businesses (SDVOSBs), followed by veteran-owned small businesses (VOSBs), and then other categories such as HUBZone, 8(a), women-owned, and general small businesses.

According to the Veterans Affairs Acquisition Regulation (VAAR 819.7005) and broader federal procurement rules:

    1. Service-Disabled Veteran-Owned Small Businesses (SDVOSBs)
      • Highest priority. Agencies must first consider awarding contracts to businesses owned and controlled by veterans with service-connected disabilities.
    2. Veteran-Owned Small Businesses (VOSBs)
      • If no SDVOSB is suitable, contracting officers then consider VOSBs.
    3. Other Small Business Categories (under SBA programs)

After veteran-owned firms, agencies apply preferences for other designated groups:

  • HUBZone Small Businesses (located in historically underutilized business zones)
  • 8(a) Program Participants (socially and economically disadvantaged businesses)
  • Women-Owned Small Businesses (WOSBs)
  • General Small Businesses that meet SBA size standards
